One hour before the advance of Georgian troops on Tskhinvali on late 7 August 2008, deputy foreign minister Grigol Vashadze told Interfax that the South Ossetian regime might not attend peace talks scheduled in Tskhinvali on 8 August because the Ossetian regime needed the conflict. He further stated: "For fifteen years, we are drawing attention to the fact that the technical, material and military resources arrive in the Tskhinvali region through the Roki Tunnel. But the peacemakers, instead of acting to demilitarise the region, were turning a blind eye." On 7 August 2008, Assistant Secretary of State Daniel Fried said: "It appears that the South Ossetians have instigated this uptick in violence. We have urged the Russians to urge their South Ossetian friends to pull back and show greater restraint." Fried did not suspect the Russians of inciting the South Ossetians to violence. Umespirone (KC-9172) is a drug of the azapirone class which possesses anxiolytic and antipsychotic properties. It behaves as a 5-HT1A receptor partial agonist (Ki = 15 nM), D2 receptor partial agonist (Ki = 23 nM), and α1-adrenoceptor receptor antagonist (Ki = 14 nM), and also has weak affinity for the sigma receptor (Ki = 558 nM). When the difference between successive pK values is less than about four there is overlap between the pH range of existence of the species in equilibrium. The smaller the difference, the more the overlap. The case of citric acid is shown at the right; solutions of citric acid are buffered over the whole range of pH 2.5 to 7.5. According to Pauling's first rule, successive pK values of a given acid increase (pKa2 > pKa1). For oxyacids with more than one ionizable hydrogen on the same atom, the pKa values often increase by about 5 units for each proton removed, as in the example of phosphoric acid above. It can be seen in the table above that the second proton is removed from a negatively charged species. Since the proton carries a positive charge extra work is needed to remove it, which is why pKa2 is greater than pKa1. pKa3 is greater than pKa2 because there is further charge separation. When an exception to Pauling's rule is found, it indicates that a major change in structure is also occurring. In the case of VO+2(aq), the vanadium is octahedral, 6-coordinate, whereas vanadic acid is tetrahedral, 4-coordinate. This means that four "particles" are released with the first dissociation, but only two "particles" are released with the other dissociations, resulting in a much greater entropy contribution to the standard Gibbs free energy change for the first reaction than for the others.
=== Complications === JIA is a chronic disorder, which if neglected, can lead to serious complications. However, with regular follow-up and modern treatments, complications have reduced and outcomes improved. If inflammation is not treated, it can damage the joint, the cartilage and the bone. With the advent of modern therapies, these complications of JIA have become much less common. Children with JIA may have a reduced overall rate of growth, especially if the disease involves many joints or other body systems. This may be due to a combination of the disease itself, as well as its treatments, particularly corticosteroid use. Paradoxically, limbs where a large joint (such as the knee) is inflamed may have increased growth in the short term, leading to limb-length discrepancy (i.e. one arm or leg is slightly longer than the other). This is due to increased blood supply to the bony growth plates surrounding the inflamed joints. Bone density and bone strength may be reduced through a combination of inflammation, corticosteroid use and reduced physical activity levels. Uveitis, if left untreated, can result in scarring, glaucoma, cataracts, and even blindness. Regular monitoring allows for early detection and treatment. Steroid eye drops are usually the first line treatment for anterior uveitis. ==== Urquía Carreño expelled from the Supreme Council ==== On January 25, 2024, the High Chamber of the Scottish Rite voted unanimously to sanction Urquía Carreño, determining that the actions of the Grand Master were "punishable and intentional, producing a large-scale Masonic schism in the national territory, which endangers the proper functioning of the Supreme Council and the Treaty of Friendship and Mutual Recognition." Shortly afterward, the Supreme Council issued Decree 009/2024, in which they declared that Urquía Carreño was henceforth expulsed from the Scottish Rite, writing that his actions were: "a clear sign of betrayal by failing to take the oath and loyalty to the fundamental principles of this Supreme Council." In this decree, Viñas Alonso iterated that Mario Urquía never wanted to inform anyone about the scandal, but that he refused to take part in Mario Urquía's attempted coverup. This document was signed by José Ramón Viñas Alonso.
